Acquisition
This item can be purchased from the quartermaster in either Bozjan Southern Front or Zadnor after completing the quest March of the Bloody Queen and earning the achievement Carry On, Carry On. This will not even appear in the quartermaster's list until after you have completed the quest/achievement.
