Outburst is an action unlocked at level 26. It is available for Arcanist / Summoner.

Patch 6.0 (2021-12-07):
- Learning class has been changed to Arcanist.
- Now acquired at level 26 (previously level 40).
- Potency has been changed from 90 to 100.
- Cast time has been decreased from 2.5s to 1.5s.
- MP cost has been decreased from 400 to 300.
Patch 5.0 (2019-07-02): Added.
