When Garuda disappears, the random AoE circles that follows after are the spell.
This spell, along with Glass Dance are the only two spells that can only be acquired from extreme-difficulty content. If recruiting a full party of players and completing the extreme trial synced proves to be difficult, one can acquire the spell at level 70+ soloing unsynced. The drop rate is not guaranteed unsynced, however, so multiple attempts are likely needed.
