“A city across the Ruby Sea from Othard, Kugane stands as the only port in Hingashi whose docks remain open to foreign vessels in the era of occupation. It is situated upon the island of Shishu, the westernmost island of Hingashi, and its name is the ancient Hingan word for "gold." Here, ships from all corners of the world can be found, and it is not uncommon to even see Eorzean galleys and Garlean warships docked side-by-side. The bustling center of trade boasts a beautiful cityscape and also serves as a den of espionage and political intrigue.

Kugane is the Major City introduced in Stormblood (4.0), FFXIV's second expansion. To access Kugane players need to complete all the Main Scenario Quests up to 
The Man from Ul'dah.

Players can unlock Stormblood sightseeing logs by speaking to Ulger Ironheart in Rhalgr's Reach (X:10.5, Y:13). Players must be a Disciple of War or Disciple of Magic level 60 or higher to obtain credit for these sightseeing logs. Vistas are small blue glowing orbs at which players need to /lookout or use another emote.

Lore
North Kugane
The northern half of Kugane is filled with businesses catering to the needs of foreign traders arriving at Pier #2. It is also home to the headquarters of the Sekiseigumi, who maintain order within the port city.
Pier #2
The majority of foreign vessels come to Kugane are received at Pier #2, where their cargo is inspected and appropriate duty is assessed. As this process can be somewhat time-consuming, crews are encouraged to visit any of the nearby establishments.
Shiokaze Hostelry
A towering tavern—the largest in Kugane—favored by local merchants, dockworkers, and foreign visitors alike. Guests can indulge in Far Eastern cuisine made with the freshest seafood while sipping on fine rice wine imported from Koshu, the main island of Hingashi.
Tenkonto
In the Far Eastern tongue, Tenkonto means aetheryte. Since ancient times in Hingashi, the construction and maintenance of these devices have been the exclusive domain of the Onishishu, a collective of skilled craftsmen who jealously guard their secrets. As a portal into Kugane, the area is kept under strict surveillance by the Sekiseigumi.
Umineko Teahouse
This humble teahouse owned and operated by Ume Kaujin is a popular spot to enjoy a brief respite while listening to the cat-like wailing of the gulls. Many praise the sweet dango, which comes in an assortment of vivid colors said to symbolize the seasons—pink for spring cherry blossoms, white for wintry snows, and green for fresh summer grass.
The Statue of Zuiko
Depicted in majestic detail astride his rearing steed is the great warlord Zuiko, revered founder of Suenokuni. While his realm occupies the southern region of Shishu encompassing Kugane, it must be noted that the port city’s administration alone falls under bakufu jurisdiction.
The Rakuza District
By special permission from the bakufu, this commercial district enjoys considerably relaxed trade restrictions. Wares find their way here from the world over, as do visitors of all persuasions, with no shortage of amusements and hostelries to keep them entertained and rested in turn.
Bokairo Inn
An inn with sweeping ocean views, featuring serene gardens and hot springs. The public baths of Hingashi are largely mixed gender, and it is customary to bathe naked. But in a trading hub such as Kugane, where folk of myriad cultures and creeds mingle, one is expected to don not one's nameday suit, but a bathing one instead.
Bokaisen Hot Springs
These natural hot springs were discovered during the initial construction of Kugane. The proprietor claims that there is naught the "mystical" waters cannot cure, be it bruises, cuts, or rashes resulting from impropriety.
Matsuba Gate
Named for the clan of the first Kugane bugyo, whose estate once lay beyond it, this gate leads to a district that is home to various government officials, as well as the formal residence of the current magistrate.
Matsuba Square
This plaza, just south of the gate which shares its name, was the site of a battle between Sekiseigumi and insurgents plotting to assassinate the Kugane bugyo. Though Kugane's peacekeepers triumphed in the end, many within and without the city were troubled to hear of violence in the streets.
Sanjo Hanamachi
Those who desire earthly delights need look no further than this pleasure district. Foreign merchants and dignitaries frequently come to Sanjo Hanamachi to partake of the finest foods while enjoying the company of Kugane's preeminent geiko.
Sekiseigumi Barracks
An unassuming warehouse serves as a front for the headquarters of Kugane's peacekeeping force. Off-duty Sekiseigumi members are often seen relaxing at the nearby teahouse, and if you tilt your head up, you can take in the unashamedly grandiose main gates of Kugane Castle. [1]
South Kugane
The southern half of Kugane can be roughly divided into four quarters. The western two are comprised of two prominent piers, whereas the eastern ones feature the mercantile district of Kogane Dori, and the Ijin District home to foreign consulates and trading companies.
The Short Pier
This particular pier is reserved for smaller fishing vessels, as well as boats from larger galleons anchored outside the port.
Kugane Ofunakura
Founded under the auspices of Kugane’s lord bugyo, this facility specializes in the construction of smaller craft and the repair of visiting vessels. Accordingly, the shipwrights employed here are versed not only in local shipbuilding traditions, but in foreign techniques as well.
Airship Landing
Though airships are a rare sight in Hingashi, the bakufu mandated the construction of a landing within Kugane per the terms of a non-aggression pact with the Garlean Empire. One of the few vessels in recent times to make use of the facilities is the Prima Vista, an airship home to the Majestic Imperial Theater Company.
Kogane Dori
Meaning “gold” in ancient Hingan, Kugane is a port where golden fortunes are made, and it is on this bustling street that merchants earn lesser fortunes, or “kogane.” From foreign wares to local specialties, there is something to suit every taste. Those who have had their fill of the markets may also find amusement at the renowned Mujikoza theater.
The Mujikoza
This famous center of the arts hosts regular performances by popular entertainers. Its somewhat unusual name—“The Unadorned Drum,” as it roughly translates—is said to emphasize the spirit of camaraderie the artists hope to foster amongst the guests they receive.
Pier #1
The southernmost pier is reserved for the many Hingan vessels that come and go from Kugane. As many of the goods unloaded here are later sold to foreign merchants, there is no shortage of work for local porters and the like.
San-Ban Kura
This is but one of several warehouses near Pier #1 which are owned by the magistrate and rented out for a nominal fee. At present, a rice trader of Shishu is using it for storage.
Go-Ban Kura
Yet another warehouse maintained by the magistrate for merchants. There is a constant demand for more facilities, as every day more and more goods pass through the port of Kugane.
Kokajiya
Hingan arms and armor are valuable commodities for export, and the talented smiths of this humble forge work tirelessly to produce quality goods. On occasion, they have also been known to assist shipwrights with their repairs.
The Kuroboro Maru
This modest Hingan ship ferries goods and passengers from local port to local port. The captain and his crew are a prideful lot who claim to be capable of navigating the waters of Hingashi no matter the weather or the destination.
Ijin District
As its name states, this area is reserved for "ijin," or foreigners. Due to the presence of several foreign embassies and persons of significant importance, the Sekiseigumi are especially vigilant when patrolling its streets. Hingans without cause to be in the district are strongly encouraged to loiter elsewhere.
The Ruby Bazaar
The Kugane branch offices of the East Aldenard Trading Company (which are managed by an Uldahn gentleman of some repute) are vital to Eorzean interests in the Far East. For this reason, they are kept under constant guard—though rumor has it that this also serves as a means to disguise the activities of an Immortal Flames agent.
Rakusui Gardens
These small but exquisite gardens were created so that the ijin of Kugane might better appreciate Hingan aesthetics. The pines and willows are carefully cultivated to provide contrast with the pond and the wooden bridge crossing over its center.
Garlean Consulate
Built in accordance with the non-aggression pact signed by Gazlemald and Hingashi, the consulate plays host not only to imperial diplomats, but to countless spies as well. At the Empire’s insistence, the materials used in its construction were all delivered by airship from Ilsabard.
Thavnairian Consulate
Like many nations, Radz-at-Han has established a presence in Kugane. Unlike other ambassadors, theirs is reputed to be an alchemist of consummate skill who pursues his craft with the same dedication he carries out his formal duties. [2]
