Solution
On top of the high furnace. Jump from the smaller one to the bigger one. There's a smokestack sticking out of the small one that kind of looks like the exhaust stack on a semi-truck/tractor trailer. If you try to run forward towards the big one, it blocks you. So jump on top of it, and then jump across to the big one.
Note: You must complete the jumping mini-puzzle to access the vista. It is not possible to land directly on it with a flying mount.
