This quest is available after completing The Lominsan Envoy. Head back to Ul'dah and speak with Bartholomew on the second floor of the Steps of Thal. He will tell you that Baderon needs you, so head back to the Limsa Lominsa Upper Decks to speak with him and finish the quest.
