Since Seeds of Change was added in patch 2.2 alongside gardening, it was meant to make players aware of the new feature. That said, the quest isn't required for and does not unlock anything.
Steps
- Deliver the [Large Sack (Seeds of Change)|two] [Small Sack (Seeds of Change)|sacks]] to Nanalai.
- Deliver Nanalai's payment to Tatafu.
