The whistle is a reward for completing the quest "The Ties that Bind" if the players purchased either Gold ($10.00 (USD) / £5,75 (GBP) / €7,00 (EUR) / ¥1,080 (JPY) per player) or Platinum ($20.00 (USD) / £11,50 (GBP) / €14,00 (EUR) / ¥2,160 (JPY) per player) plans for the Eternal Bond ceremony through the Mog Station.
