You must have cleared Raid The Second Coil of Bahamut - Turn 4, and only Turn 4, for this quest to appear. You can jump straight into Turn 4 and clear the others later, if you wish. Be aware that each Turn has its own cutscenes during the duties, so you will miss story if you take that route.
