Downburst is an action unlocked at level 10. It is available for Arcanist / Summoner.

Patch 6.0 (2021-12-07): Removed.
Patch 5.1 (2019-10-29): Potency has been increased from 40 to 100.
Patch 5.0 (2019-07-02):
- Now acquired at level 10 (previously level 20).
- Potency has been reduced from 80 to 40.
- The requirement "When Obey is active, will only execute upon command" has been removed.
- Recast time has been reduced from 30 to 1.5 seconds.
Patch 2.0 (2013-08-27): Added.
