Since Seeds of Change was added in patch 2.2 alongside gardening, it is meant to make players aware of the new feature. That said, the quest isn't required for and does not unlock anything.
Steps
- Deliver the two] [Small Sack (Seeds of Change)|sacks to Nanalai.
- Deliver Nanalai's payment to Tatafu.
