Ingenuity is a type of Tradecraft Leve. These leves grant by far the most rewards per item, and only slightly less rewards per leve allowance than Charity leves, but the quest giver and turn-in target are in entirely different regions.
These leves only exist in A Realm Reborn; all tradecraft leves from Heavensward, Stormblood, and Shadowbringers are Constancy or Charity. Beginning in Endwalker, only Constancy leves are available.
