The East Shroud can be accessed via the Aetheryte network by travelling to The Hawthorne Hut.
Tunnel just right of the road to Sanctum of the Twelve (X17.3, Y21.4) and continue the path.
You'll find them along the way and until the bridge (X20.3, Y21.6).
