Rowena's Token (Soldiery) can no longer be obtained after Patch 5.3; gear that used to be acquired through the use of these tokens can be purchased simply with Allagan Tomestone of Poetics from Auriana in Mor Dhona.

If you have tokens already, there appears to be no way to exchange or spend them at this time.
