Rowena's Token (Soldiery) were removed from the game in Patch 5.3; gear that was acquired through the use of these tokens can simply be purchased directly with Allagan Tomestone of Poetics from Auriana in Mor Dhona.

Note: if you still do have tokens, you should be able to exchange them with Auriana in Mor Dhona too.
