Refulgent Arrow is an action unlocked by questing at level 70. It is available for Bard.

Straight Shot Mastery (Lv. 70) - Upgrades Straight Shot to Refulgent Arrow.
Ranged Mastery (Lv. 94) - Increases the potency of Empyreal Arrow to 260, Sidewinder to 400, Refulgent Arrow to 280, Burst Shot to 220, and Apex Arrow to 120 up to 600.

Patch 7.0 (2024-07-02):
- The requirement for execution has been changed from "when Straight Shot Ready" to "when under the effect of Hawk's Eye.
- Prior to learning the Ranged Mastery trait, potency has been reduced from 280 to 260.
Patch 6.0 (2021-12-07): Potency has been changed from 340 to 280.
Patch 5.3 (2020-08-11): Potency has been increased from 330 to 340.
Patch 5.1 (2019-10-29): Potency has been reduced from 340 to 330.
Patch 5.0 (2019-07-02):
- Potency has been increased from 300 to 340.
- The requirement has been changed from "Can only be executed while under the effect of Straighter Shot" to "Can only be executed when Straight Shot Ready."
